Mr. Tumsie (also known as Mr. Tumsie the Pieman) is the main antagonist of Disney's 1964 animated feature film, The MazPots, He is an energetic Overweight Piemaker, an Employee of huge company corproration called MMT, Ltd. (A abbreviation for Myxomatosis) and a Owner of his Pie Factory to Create pies from Animals until The Mazpots comes to Rescue all of the Animals.

Mr. Tumsie is arguably the most eccentric member of the Disney Villains. Overly energetic, reckless, and fairly thoughtless, Mr. Tumsie is somewhat of a troublemaker and causes a fair share of mishaps for both himself and his friends. To his core, however, Mr. Tumsie is extremely loving and friendly; he means well and tries his best to be of support toward his friends, even if his efforts end in some form of misfortune, in which he takes papers from his briefcase and replacing them with things from the Everywhere to remember him and his friends. He can also be considered the most social of the animals and is exceptionally eager to have his friends join in on his personal joy.
Mr. Tumsie notably prides himself on being the only "Mr. Tumsie" in existence. This title has given him quite an ego, and he considers himself significantly handsome, debonair, and the "greatest bouncer" in the English Cuntryside. Such egotism is never meant to be malicious, but it often drives Mr. Tumsie to act without much consideration toward others and it often frustrates people, for example, he takes and eats his food (claiming he enjoys honey, only to rebuff after actually tasting it and realizing how sticky it is) and absentmindedly leaves Everyone in the state of fear over the mention of honey-stealing Thieves.
Mr. Tumsie's rambunctiousness is also directly linked to his relationship with Mrs. Tumsie, who openly dislikes Mr. Tumsie's various quirks and even works to knock the latter's ego's down a few times. CEO's aggression is often expressed without much notice, but in some cases, Mr. Tumsie has taken note and this leads to mild contention.
With his fun-loving nature and general innocence, Mr. Tumsie is about as optimistic and carefree as himself. Rarely ever upset or depressed, Mr. Tumsie tends to look on the brighter side of a situation; so much so, that he is somewhat obvious to the problems surrounding him. Nevertheless, he is not incapable of falling into a heavy state of vulnerability. His only significant phobia is that of heights—a crippling fear, and one that renders him incapable of even bouncing. He can also be rather insecure at times, with the confidence in his various assets simultaneously acting as his greatest weakness; when he's unable to perform his usual antics with a usual (if not greater) amount of ease, he instantly becomes emotional and openly self-loathing.
For all of his shortcomings, Mr. Tumsie is very much the heart of the English Countryside's social circle. While exuberant and boisterous, he gives levity to the fearfulness, or the gloominess, by providing a sense of confidence, joy, and optimism.

Mr. Tumsie is the only Disney villain to be voiced by Ed Wynn. He also voiced the Mad Hatter in Alice in Wonderland, which was his first and last animated voice role. Wynn was a talented actor and singer who was known for his unique voice. He was a perfect fit for the roles of the Mad Hatter and Mr. Tumsie, both of whom are eccentric and larger-than-life characters.
Wynn was born in 1906 and began his career as a vaudeville performer. He later moved on to Broadway, where he starred in a number of successful musicals. In the 1930s, he began appearing in films, and he went on to have a long and successful career in Hollywood. He was nominated for an Academy Award for Best Supporting Actor for his role in The Yearling in 1947.
